CARICOM reports that more than 900 nationals have received indefinite stay under the four-country arrangement involving Barbados, Belize, Dominica and Saint Vincent and the Grenadines. The initiative began in October 2025.
Participating nationals can live and work within the arrangement, subject to national implementation. CARICOM also identifies further work on registration, monitoring and public awareness.
What this means for businesses
For businesses, mobility can affect recruitment and cross-border operations. Eligibility and local administrative requirements still need checking; this is not a region-wide work-permit exemption.
